The model “welfare society” manifested itself because of the evolution of the needs and of social changes. According to this model, the entire society, and not only the State, take on the burden of people in need. It is the principle of “circular subsidiarity” which highlights the role of civil society in the perspective of governance of the common heritage of humanity.
In this environment, LIONS members can play a fundamental role as agents for reconstruction and revival of civil society. They can participate in the fate of the nation by submitting strategies, projects and proposals in order to favor the development of the communities.
